The 151 member governments of the World Bank are expected to increase the bank's funding by $75 billion, though some United States legislators cite an obstacle to congressional passage being the concern that the bank's loans will help foreign producers compete with American businesses.

Concern should come before that.. as this is what is described after that..

between a, c, and e.. c is the best..

the concern is the foreign producers will get competitive and (as an obstacle is a non restrictive clause modifying the concern and hence should be within commas)

D cannot be the answer in any case.. because it is changing the meaning of the sentence.. how? lemme explain..
by putting "an obstacle to congressional passage" which is the modifier (and also an appositive) to "concern" in commas.. it is making it non-essential to the sentence.. If you can remove a modifier from a sentence without changing the meaning of a sentence, then it is a nonessential modifier.
On the contrary this fact is important in the sentence..
so the construction of D is WRONG.

C is not perfect technically.. or the way it sounds.. but there is no error in it.. it is using the idiom.. Cite X as Y.. but in a twisted way.. it is saying.. Cite as Y X.. that is what is making you feel that it is wrong..

So C is not the best construction.. but still.. in these 5 choices.. it is the best one..

D is wrong because an obstacle to congressional passage modifies an obstacle and it seems as if this is the universal truth and that's the reason why option D is wrong.........
