which form is correct?

Ram convinced Shyam to complete the work //infintive form

Ram convinced that the work be completed (by Shyam) //subjunctive

Ram convinced Shyam that the work be completed //subjunctive

I do not think 'convince' is a subjunctive verb as it does not seem to go well with "that". We convince someone so after convince there will always be a person and not "that".

Also for subjunctive syntax of "Ram convinced Shyam that the work be completed " is incorrect
If you want to write in active voice it should be "Ram convinced that Shyam complete the work" and this seem incorrect as we convince someone (explained above)
