IMO B

if you rest 10^3 -28 = 972 that contains one 9.
if you rest 10^4 -28 = 9972 that contains two 9's.
following this rule 10^28 will contain 26 9's.

Thus the sum of the digits will be ---> 26 x 9 + 7+2 = 243
