Volume of mixture = solution+water = 12+50 = 62 ounces.
Amount of vinegar in mixture = (.03)*62 = 1.86 ounces.
Percentage of vinegar in original solution = (1.86)/12 * 100 = 15.5.

The correct answer is D.
