IMO A.

Sentence requires subjunctive tense. So D and E out.

C is wrong because "it's" is a contraction for "it is" or "it has". The possessive pronoun is "its".

Between A and B, A uses the subjunctive tense correctly and thus is the correct answer.

I am not sure whether "determine" indicates the subjunctive mood. Actually I do not have this word in my subjunctive word list.

I see B as better that A becoz the second part of the sentence does not say anything about subjunctive mood.

GREAT...!

I faced same dilemma while answering... Even i I cudn't find this word DETERMIND in any subjunctive list in any book...

Still i choosen A b'coz of 2 reason :

1. tone of A option suggests that Jamacian senate has the authority to pass the legislation.. a kind of DIRECTIVE it has issued.... wch is ofcourse SUBJUNCTIVE...!

2. In B option, sentence is PASSIVE + ACTIVE , so rejected...

so found A better , but still mind was wavering around B. hence written that ... still wud like 2 knw more comments abt B .... :)

I think Experts can shed some light over this issue...
