Answers A,B and C are incorrect because the rule of parallelism is broken in each of these answers. We cannot combine together "view nuclear power stations AS unsafe at present(1) but THAT..(2)."

Answer D is correct.

Answer E is incorrect because the past form "would" is used after the present form "think."

isn't the 'they' in d ambiguous? (b/w power stations and journalists).
