1000SC question

A majority of the international journalists surveyed view nuclear power stations as unsafe at present but that they will, or could, be made sufficiently safe in the future.

(A) that they will, or could,
(B) that they would, or could,
(C) they will be or could
(D) think that they will be or could
(E) think the power stations would or could

need explanation for this question's answer.

Disclaimer: I normally dont work with 1000 Sc.

Howevr, I choos E

1. A, B. C and D

They is ambiguous. can refer to journalist or power stations

Also, "will" means certanity while "could" means "uncertainity"

Either we must be certain or uncertain

Choose E

E for me.. In A,B,C and D 'they' could refer to either international journalists or nuclear power stations.

Use of they is certainly ambiguous: a majority...journalistsor stations. Eliminate A, B, C and D.

Left with E.

Also, in option D, will be is wrong. Extra be.

I am unsure about the use of "would" in answer choice E.
