Answer is E 1339.

For every 100 numbers we will have one number with tens digit 1 and units digit 3.

458600 - 324700 = 133900 ie 133900/100 = 1339.

with tens digit one and unit digit 3, there will be only one no. out of 100. (i.e. 13)

So total no./100 will give you the answer.
