Thanks for the post and for asking Clear Admit for some guidance. Long story short, no, I wouldn't say that it's a firm requirement to respond to the prompts in the exact order that they're asked. I do think it's advisable to stick with the structure of the question, though, since adcoms generally put a lot of thought into their questions, the phrasing used, the order of the sub-questions within the prompt, etc. You'll want to make sure that structuring your essay in a different order than what the question prompt presents makes sense, flows well, and doesn't detract from the content you're writing about.
Are you asking because you hope you can repurpose one of your goals essays for another school? Be careful about that approach since the most compelling essays have solid and specific connection to each program. A one-size-fits-all essay usually isn't going to help you stand out well with your targeted programs.
