The problem above is the same as the following:
A is 63% alcohol.
B is 48% alcohol.
If 400 liters of A are mixed with 600 liters of B, what percentage of the resulting mixture will be alcohol?
(total amount of A)/(total amount of B) = 400/600 = 2/3.
Implication:
Every 2 liters of A's 63% alcohol solution is mixed with 3 liters of B's 48% alcohol solution.
Thus:
Average percentage of alcohol per every 5 liters = (2*63 + 3*48)/5 = 270/5 = 54.

The correct answer is C.

Number of Citizens who enjoyed new Beverages:
from citizen A : 63/100*400 = 252
from citizen B : 48/100*600 = 288
total = 1000
% ((252+288)/1000)*100
= 54%
