If the rule is true, we couldn't say " there was general agreement on a conclusion", but "to a conclusion".
What do you think?

I chose B as well. It was pretty much down to A and B using the contrast introduced by the conjunction "but".
Choosing between A and B was quite tough.

B is wrong for the obvious reason that "conclusion to which" is wrong construction
