In 1988, the council on Economic Priorities began publishing Shopping for a better World, with the simple thesis of consumers having the power to change companies by the simple expedient of refusing to buy.

Look at all the connectors
With: shows that some additional thesis was also published. Is this the case? No.
Which: would explain World. Is that required? no
where: ALWAYS point to some place noun. Is this the case? no

Whose: acts as the object. In our sentence also we try to explain on what thesis or on what fundamental was Shopping for a better world based on. This can be said as whose thesis was .... where whose refer to Shopping for a better world.

Also note to use of colon : Whatever is present after (Colon) should explain something about the thing that is present just before it. Also note whatever we write after colon is a general statement explaining the thesis. Therefore we should use present tense and hence we should use, HAVE
