This is not a run on sentence, once fragmented the sentence is
Bluegrass musician Bill Monroe also inspired many musicians, including Elvis Presley and Jerry Garcia, whose music differed significantly from his own.

This is a valid construction.

Please make a habit of underlining the part of the sentence under question. It is very irritating to look at complete sentences which are not underlined and to chosse the part from answer option A. And sometimes the answer option A is left blank and since there is no underline, one has to find the underlined part from the other 4 answer choices. This becomes a time-consuming affair. Then there is no sense in having a clock there.

B is definitely the best among the rest as in option A and E were makes the s/c passive and in E there is a sub verb error in the clause .....was ( is used for singular sub)also an inspiration to many musicians

C and D are wrng for sub verb agreement error

now B is not a run on s/c as comma and conjuction also is properly used

"that included" in (A), (C)
"including" in (B), (E)
"who included" in (D)
