it refers to British Museum

request that + infinitive verb
"We request that you be here on time."
non-native English speaking people may find "request that + infinitive verb" a bit strange.

But any way, try to remember that, it is more formal than ask.

Hi,

Its refering to Greek Authorities not just authorities and thats why who is being used......and Greek Authorities comprises of people

present subjunctive mood in grammar.

... + Request | recommend etc+...+ that + ... + V (infinitive without to) +..
