What should be the gap between GMAT and application deadline

Hi All,
I am planning to take gmat in early november. Most of the top ranked colleges have their deadlines in december/jan except for Cornell/Haas(November end).
I am a reapplicant at Cornell.I got an interview call last time but i am retaking gmat again to see how it goes.What is ur suggestion.Should i wait till round 3 and then apply or give gmat in 1st week of november and apply for the 28th November deadline?
Is it ok if i submit my gmat score after 28th November but submit rest of my application.Will this be considered a complete application?

As far as i know (you should verify that, though) you get your unofficial score right after the test, and it's good enough for the application. Later, the official score is sent to the school and it can happen after the deadline.
