Has/have vs Has/Have been

Can someone plz. explain me difference between has/have and has been/have been.....
What is the criteria for deciding which one to use .
Does this has anything to do with active or passive voice

Yup has/have is used when the sentence is written in active voice

Has been/have been is used when the sentence is written in passive voice.
