I chose D, but I'm not confident.

Eliminate A because "A major technological advance" ambiguously describes wither the rover or the panels.
Eliminate B because (same reason as A)
Eliminate C because "A major technological advance" describes the rover and I *think* the original sentence is describing the panels. Also, "is able to provide" at the end seems wordy since "can" would suffice.
Eliminate E, the whole phrase beginning with ", that" is wordy and awkward.

D appeals to me more than any other choice.

I think this is pretty hard and Im kind of torn between C & D

Eliminate A & B based on placement of "a major technological advance" making it ambiguous as to what was the advance.

Eliminate B based on tense. "will absorb" indicates that it does not yet do it.

Eliminate E because you cant "employ an advance"

I chose D over C because D states:

"array that can absorb... more than the single layer panel can"

compared to

"array that can absorb..more than ...the single layer panel is able to provide"

The use of the word provide really does not make any sense in a comparison to the ability to absorb.

So I would go with D.

There are errors in all, but I suspect the issue they are trying to address is modification. You need to decide whether "major technological advance" refers to the rovers or to the three-layered solar panel. (And yes, three-layered needs to be hyphenated since it is functioning as a single descriptor.) (Note: single-layer" should also be hyphenated.)

Please underline the qustion. Answer is no doubt D. But I have a question here that why 'the Mars rovers' can't be the 'A major technological advance'?

more sunlight and provide more power than the typical single layer panel
.

A. A major technological advance, the Mars rovers employ an innovative three-layered solar panel array which can absorb more sunlight and provide more power than the typical single layer panel - comparison is not proper. Verb is compared with noun, wrong

B. A major technological advance, the Mars rovers employ an innovative three-layered solar panel array that will absorb more sunlight and provide more power then the typical single layer panel. - same as A. comparison is not correct.

C. The Mars rovers, a major technological advance, employ an innovative three-layered solar panel array that can absorb more sunlight and provide more power than what the typical single layer panel is able to provide. - 'is able to' is wordy. Left hand side of comparison has can, so it is good to have can on right hand side as well

D. The Mars rovers employ an innovative three-layered solar panel array, a major technological advance, that can absorb more sunlight and provide more power than the typical single layer panel can. - Correct

E. The Mars rovers employ an innovative major technological advance, that is the three layered solar panel array which can absorb more sunlight and provide more power than the typical single layer panel. - comparison error

If you choose a choice please explain why.

"Rovers" (plural) can't be "a" (singular).

You can usually take out those phrases that are set off by commas - then you would have "an innovative three-layered solar panel array that can absorb more sunlight". I always tell my students that they can scratch out phrases in commas and prepositional phrases when they are trying to isolate subject and verb.

"a major technological advance " is an appositive adding more information to the phrase "an innovative three-layered solar panel array" ...So I think the sentence is correct .... The only bit I am worried about is that the parallelism has been lost. "That" should have been repeated after the "and" . MGMAT SC guide mandates that in such a scenario ... So , I think a correction to the correct answer needs to be applied
The Mars rovers employ an innovative three-layered solar panel array, a major technological advance, that can absorb more sunlight and that can provide more power than the typical single layer panel can
