the rule for using modifier is "<modifier>, X....." Where X is the thing that modifier modifies...

X,<modifier>, ..... is true too but that would be too easy to identify for a GMAT question :)

But a gerund can also modify the whole clause, right?

Just want to clarify another thing - a gerund is considered as a noun phrase?
