As an experienced labor organizer and the former head of one of the nation’s most powerful labor unions, Grayson is an excellent choice to chair the new council on business-labor relations.

Most of the other options are either out of scope

If I recall correctly, the OA is E, which makes sense considering that the rest of the answer options are mostly out of scope. B could be a strong candidate, but it's too far of a stretch for us to assume that b/c he had good relations with biz leaders, he was thusly a successful labor leader and thus must be an excellent choice to chair the council. E is the answer that best addresses Grayson's qualifications as stated in the Q stem.

i was struck between B and E but I choose B .

In E i Found that "of the needs and problems of labor is the only qualification necessary for the job " but no where in the stimulus it is mentioned that Mr.Grayson has those qualities so how would it strengthen the conclusion??? please explain....
