The number of new cases of tuberculosis diagnosed in Country X increased dramatically this year. The country's news media have speculated that the sharp increase in new cases is the result of the tuberculosis outbreak that occurred in neighboring Country Y last year. Health officials in Country X have therefore proposed that all visitors from Country Y must submit to a medical examination before entering Country X.

Can anyone help explain the thought process? The way I see it, [spoiler](b)[/spoiler] and [spoiler](c)[/spoiler] are closer to an answer than the OA. Am I missing something here?

@fsutanto, I slightly agree with your thought process.

However, D seems to be the correct answer because the argument assumes that it is only through human contact that tuberculosis is spread and D gets right on top of it by saying that tuberculosis is not spread through human contact at all.

B says that Current medical technology is not capable of detecting all carriers of tuberculosis but it also implies that it is able to detect some carriers. hence B suggest that it will help curb the disease.

C says that Country X does not have the resources to examine all visitors from Country Y but it also implies that Country X has resources to examine some visitors from Y. hence C suggest that it will help curb the disease.

The Objective is to weaken the proposed medical examinations will NOT help curb the spread of tuberculosis in Country X.

D says human contact is not the cause. So there is something else which caused the outbreak in Y. And by submitting report and restricting people will certainly not help as the cause is not restricted.

consider this disease H5N1,,,,
when H5N1 increase in your country, the gov tried to do as much as possible to prevent disease such as check all people at the airport who came into the city blah blah but birds and chickens that get disease will go into your city, the disease wtill increase day by day....
