IMO 'D'.

(A) Not sure if 'In assessing' is ok.
(B) 'is / they' is a mismatch.
(C) 'A question that is irrelevant' and 'face is whether' make the sentence complicated.
(E) 'rural migrant worker is better' / 'that they face' is a mismatch.

IMO : A is the correct answer..Please post the OA My explaination : In B and E "they" refers to migrant worker or the precedent for "they is not mentioned". In C, "they" is ambiguous, "they" might refer to problems or migrant workers.. i am a bit confused between A and D, but i think that A makes more sense.. Need someone to explain what is wrong with "in an assessment......."
