IMO B..

I think it should be low-level managers instead of management..

A can be removed because of subject-verb agreement (management/function) --> Left with B C D and E

We are given "one another" in the non underlined phrase so subject should be plural. So we can remove C and E because management can not communicate with one another as it is a sole body.
--- Left with B and D.
D has the verb "have received" which makes the sentence in past tense and it is nt required.
So B should be the OA.

Agree E cannot be ans.

Though IMO D is ans. We need 'have received' here which shows that managers have received training in past and its effect is still now[which is shown by ha received]. But 'have received' doesnt go well with rest of the sentence

Agree with B.
One another at the end shows that the discussion is about managers, not management, so A,C,E are out.
finally recieved in the D is unnecessary and awkward (ones could not recieve communication), so B is the best.

Very good analysis. OA - B

D is wrong since 'have received' applies to both 'thorough training' & 'unimpeded communication' which sounds illogical.
