Protocol under which ..... is the proper construction. Other options look unidiomatic.

This should use By to indicate law "by law.. "

IMO C is correct...

I guess the options do not require any specific grammatical rules to be applied. It is more of a Idiomatic or Logical..choices.

A) by indicates that nations will be reducing the emmision by using protocol. By makes the protocol more of a machine or an gadget. hence logically wrong.
B) "for" is again logically incorrect. nations seems to be doind the task for protocol.
C) "Under" is both logically and idiomatically correct. Nations will adhere to guidelines stated in the protocol and will work under that...
D and E again seems to be idiomatically wrong..

(C) "Under Which..." should be correct.

Idioms are funny. There is no "correct" way. GMAT just prefers some over the other. Please post the OA.
