Crowding on Mooreville's subway frequently leads to delays, because it is difficult for passengers to exit from the trains. Over the next ten years, the Mooreville Transit Authority projects that subway ridership will increase by 20 percent. The authority plans to increase the number of daily train trips by only 5 percent over the same period. Officials predict that this increase is sufficient to ensure that the incidence of delays due to crowding does not increase.

IMO D

If the projected increase in ridership is during off peak hours then the 5% increase in number of trains will help in distributing the crowd of subways during peak hours...thus avoiding delay.

D same reasoning as above...
A) too general...population increase..out of scope
B) Increase in number of bus trips to subway..so what...this doesn't answer why crowding in subway will not go up
C) The number of people who travel to work by their own vehicle might increase, but we know that subway crowd will also increase by 20%..similar as in option B, this choice won't effect the prediction at all
E) How the number of trains can be increased is out of picture.
