The spraying of pesticides can be carefully planned, but accidents, weather conditions that could not be foreseen, and pilot errors often cause much larger deposits of spray than they had anticipated.

here what i understand we need present tense of verb so couldnot is to be replaced. since weather is used means we have to know the capability wheather he can or can not?

so out of B and D obviously B is better.

Elimination to B and D makes sense, as all others have pronoun "They" that does not refer to anyone in the sentence.
But I am not sure how you narrowed down further.

Could someone please elaborate? Thanks.

Agree with pradeep on this.. the original sentence is using "could not" and we need to change the tense of the sentence. So the present tense of "could not" is "cannot".

So B has to be the answer. I have checked, the answer is B.

B is preferable over D

as active voice takes priority over passive voice....
