D & E are clearly out
B uses one or another but cuts the plural states
A uses one or other but adds the plural states.

Yes, B is the correct answer here, for the reasons pinktiger states above. 'One or the other' implies there are only two national states that would make claims to the ocean waters mentioned in the question. 'One or another' implies there are several different national states involved, which is clearly the implication here.
