Because this noun lies within the prepositional phrase and hence cannot act as the subject of the clause.

In GMAT, isn't COMMA + THAT is always wrong...????

In the correct choice, the comma pair is not used to separate "that" from the rest of the sentence. It is used to separate out the extra information "such as Bethlehem Steel". For more information, review the article covering usage of comma before that.
