A and C are out because of subject verb agreement. D has a dangling modifier and E seems just awkward. what if another option is here such as F

Hi nafiul9090,
F would not be a good sentence because the pronoun "they", while trying to refer to "nuclear plants", is close to "other types of power plants".

In GMAT, dont we use "while" to show two simultaneous actions and not for comparison? That is why I ruled out all the "while" options. Although no other option looks better than B but how can we use while for comparisons.
