IMO E
Choices C does begin the second part of the parallel by using suggest. But it introduces the non idiomatic for decreasing.

First is to find the spilt (3:2 between 'Suggest' and 'by suggesting'). I will go with Suggest since in the first part the parallel marker word is "Propose"
While some propose ...., others suggest.......


IN C,D,E.

I am confused between the usage of 'the reduction'vs 'reducing'.

Can someone please explain me how to find the slip between these two ?

reduction is a noun and reducing is a gerund.

Propose, suggest - BOTH parallel and in the present tense

Eliminate A,B,C

D VS E

In D, calling by itself is a gerund and we need to insert a verb 'are' to make it a verb.

Hence E
