C - use of were is wrong.
D - lower than in is wrong; lower is the wrong comparative.
E - lower is the wrong comparative; use of were is wrong

yes A is the answer

lower is adj and is needed a noun in right sight.

So LESS is correct.

ROSE is in active voice so DID is better
