The Foreign Relations Authorization Act of 1987 was a highly controversial piece of legislation that was originally opposed by the Secretary-General, because it had been signed by the President, it was, nonetheless, regarded as part of a plan to expend funds.

a) Same
b) but it was, nonetheless, signed by the President, having been
c) it was, nonetheless, signed by the President and
d) it had been signed by the President, had
e) nonetheless, it had been signed by the President, having been

Can u please underline the part that is to be examined

Right now it is not clear , till what point we have to read the sentence

In c it seems that secretary general opposed it because it was signed by the president

and/but are part of coordinating conjunctions group. It includes
"for, and, nor, but, or, yet, so (acronym to remember them is FANBOYS)

Their property is that the things that they join are of equal importance (i.e one clause is not considered a subordinate clause of other)
