should end in 'on' and should have 'proposal'. Only E matches that, so IMO E.

E in my opinion. Correct comparison "administration's proposal" to the "environmentalists proposals".
also E maintains the parallel construction

My reason is its logical "restriction on X , Y & Z"
restrictions cant include 'pollutants like Sulphur'

The answer should be D because of the following usage:
"In contrast to X, Y" indicates that the events being contrasted and that are observed with reference to time also.

The first part of the sentence much is in the present tense - meaning in contrast to X - event Y should either be happening now or should have happened already "past tense".

Hence the answer is definitely D.
If the sentence were worded as "In response to X, Y" it would have made sense to have Y in the future tense.

There is always a simple rule that I'd follow - use the idiom knowledge at the last....
An example would be " In contrast to leaving for home now, I would rather go to the movie at some time in the future" - which is wrong usage...
The correct usage would be " In contrast to leaving for home now, I left for the movie"

I guess, the GMAT suggests one to try out the right IDIOM USAGE The last. In this case restrictions ON is the right ussage.

There is definitely a Tense error if it were E.
