In option B read without the nonrestrictive clause and see if the choice makes sense.

OA is A; Why B is wrong?
Option B says:
The act of Congress, which was approved April 24, 1800, making provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established

Parallelism issue.
Also, it should be: the act of congress THAT MADE instead of the act of congress making
