B,C,D can be eliminated as there is ambiguous reference to it in the non underlined part

E which refers to dollars which is plural and in the non underlined part there is an it

So IMO answer is A

This is a common strategy of GMAT in SC.
Put the pronoun in the non underlined part of the sentence and remove the noun so that the pronoun in the non underlined part cannot refer to.
'it' in the second part must have something in the first part to refer. So that we have logical pronoun reference.

IMO C

A and C are close candidate. In C, silver colored dollars is subject so "it" in non-underlined part can refer to this subject. I eliminated A as united states didn't mint by itself. Coins were minted by someone in US

dollars are countable infact sentence also uses "were"

In B, C, D and E, it (singular) incorrectly refers to dollars (plural). Eliminate B, C, D and E.

The correct answer is A.

In A, it (singular) refers to coin (singular).
