dashes in sentences?

I just read a very inspirational post about someone who conquered the GMAT. In his post, he wrote about dashes in sentences - in the underlined portion. Does anyone know the rules that GMAC expects us to know regarding the use of dashes in sentence correction?

Dashes and commas are interchangeable but the importance given to the phrase between the dashes is more. Check this link for more info about its usage https://www.myenglishteacher.net/dashes.html
