the sentence requires you to compare investors with other people so the
part " for homeowners" should follow after comma and of the two choices that have this thing "they are " is better because sentence talks about property values that is plural


So answer should be C

D&E are out because of S-V agreement - 'it' doesn't agree in number..
B&C are out because 'their' is ambiguous as it can refer to "large investors" as well as "home-owners"...
