My question
Why is E correct. Is it because of the unnecessary"They"??
what is we omit "they in[spoiler] E and look both the D and E together?[/spoiler]

Will E be still incorrect?

I think correct idiom is "Consider X Y" not "Consider X are Y". X is "corrections facilities " and Y is "an integral part of the criminal justice system".
