I chose A. But want to know why D is wrong.

When exactly we should use "that of" and when not.

Hi kvcpk,

There is nothing grammatically wrong with D. Both A and D correctly express the same meaning. D is only a more expanded version of A, and since on SC and in business English in general, your goal is to communicate meaning as quickly and clearly as possible, you go for the most concise option, which in this case is A.

D is wrong due to "that are".

Yes A is right but why C is wrong?

Please elaborate.

If we are comparing here "Countries" with "China, ..........." then A is right.
But if we are comparing here "the environment and natural resource base of countries" with "the environment and natural resource base of China, The Nether................" then C should be the right option.

Please clear my doubt.

So-called green taxes are having a positive effect on the environment and natural resource base of countries as varied as China

Countries as varied as those of china will point to countries inside china. This is technically wrong and moreover shifts the intended meaning of the sentence.

Countries as china,netherlands,etc is correct comparison.
Countries as those of china, netherlands, etc is wrong comparison.
