d. and create a special nongovernment organization for taking

e is correct. But, I want to hear a clear reason for not choosing d. Pls help

You have a list of infinitive verb form to revamp, istitute (to understood), create and so to take is the proper following verb form in order the keep parallelism.

In addition, TO is prefarable to show PURPOSE in this sentence.

yes, revamp, institute, and create are paralel already. And, three these verb "to take" or "for taking"

what I want you to explain is that why " to take" is preferable than " for taking"
Pls, help me out, my friend

The National Academy of Science has urged the nation to create a special nongovernment organization in order TO take charge of computer security planning.
Taking charge of computer security planning is the PURPOSE of National Academy of Science and it does that through the creation of a special nongovernment organization.
The GMAT prefers the infinitive TO take over the -ING form FOR taking in order to express PURPOSE.
