In order to protect the world's energy resources for future generations, sacrifices needs to be done, the actual consumption in term of petrol will occur a total vanishing of this energy source before the end of century. To my point of view, sacrifices need to be done in a worldwide cooperation and lead by International leadership.
First of all, if sacrifices are done only nations by nations, a gap will appear in term of productivity and competitiveness between countries that make sacrifices and those who don't. Energy consumption limit will slowdown the production of most of the firm and if this limit is not applied to every country, some will be more competitive than others and will unfairly take advantage from that in the market.
In the wine market for example, it is known that french producers need to follow much more rules in term of water consumptions and fertilizer using than it Californian or Australian opponent. Therefore to balance with their costs and their reduced production french wine maker need to sell at an higher price that a Californian one a wine with the same quality.
Also as we know that industry is a very powerful lobby in every country, then, in order to prevent corruption and manipulation, the leadership needs to be international and not attached to a specific country.
To conclude i would say that in term of worldwide changes, especially when those can affect the competitiveness of firms and nations, moves need to be led by an international, neutral leadership.
