@amitu, sorry I am not an expert but I will try and help you on this one...

I think the correct idiom is "Consider X Y", applied here should read "consider slaves his property". So A seems to be a better choice than B...not to say that B is grammatically incorrect...

Considered as, considered to be etc. just add extra syllables to the sentence and should be avoided.

a)setting free the more than 500 slaves who were legally considered
b) setting free more than the 500 slaves legally considered as

No offense taken..

Personally I don't feel that the pronoun "who" makes any difference here..

We could well have written option B as "setting free more than the 500 slaves who were legally considered as". It would make the sentence more wordier...giving us more reasons to reject it..

Lets wait and watch what others have to say

A) setting free the more than 500 slaves
B) setting free more than the 500 slaves

A says that there are more than 500 slaves that were set free by Robert Carter III. B says that Robert Carter III is setting free more than the 500 slaves and implying that he's also setting free something else.

I also have an additional query on the usage of:
"the more than 500 slaves " and
"more than the 500 slaves "

Are both of these usages correct? Can someone explain?

the 500 slaves doesnt seem correct

, ing construction in this case modifies the entire preceding clause. "Filing a deed of emancipation", it indicates that by filing the deed led to slaves to be freed.

D broadly alters the intended meaning and destroys parallelism. it indicates that Mr X stunned everyone by doing A and B / A - filling the deed and setting free... usage "set free" in D is not parallel with filing . Further, A led to B and hence -ing construction is preferable.
