from st1:
lets say W = 6 and M = 4
P = (6/10)*(5/9) < 1/2
W = 8 and M = 2
P = (8/10)*(7/9) > 1/2
SO, St1 is not sufficient.

From St2.
Let say total number of men = n
P(both men) = (n/10)*(n-1)/9 < 1/10
==> n(n-1) < 9
==> n = 3, or 2 or 1
if n = 3 it means no. of W = 7 ==> p < 1/2
if n = 2 , W = 8 ==> p > 1//2

SO stm2 is also not sufficient.
Also Even after combination it is not sufficient.
