The correct answer should be B. Here is why:

Given in the question stem is m/n=5/3, cross multiply we get 3m=5n. The questions is asking for the value of m+n. In order to solve this we need another equation with m and n in it which is different.
Statement 1: Insufficient because it only says that m>0 which does not help finding the values of m nor n.
Statement 2: Sufficient because it gives us another equation with m and n. We know have to variables and two equations, so we can solve for both m and n, individually and then solve for m+n. Remember in DS questions we don't actually have to solve the equation.
