In a public park of the Beegappel metropolitan where biodegradable bags were provided at strategic points, the amount of exposed dog excrement per square foot on average was lower than the average of the same ratio of the metropolitan's parks that did not supply the bags, by almost 7 times. In light of this result, the Beegappel municipality decided to install the same system of provided bags in another three parks in the neighborhood. Residents used the bags and the results were the same as with the experiment in the first park. It is clear that if the bags were supplied in parks in all neighborhoods of the metropolitan, then all the parks would enjoy lower amounts of dog excrement per square foot.

Option A :- INCORRECT
The argument isn't concerned about personal hygiene and prevention of illness, so the conclusion can't be the relation of the public parks cleanliness to terms of personal hygiene and prevention of illness.

Option B :- INCORRECT
This is incorrect because the argument isn't just concerned with the reduction of the amount of exposed excrement in the Beegappel municipality but also other parks and therefore this cannot be the assumption that lead to the author's conclusion.

Option C :- INCORRECT
This has deviated from the main concern of the argument. The argument is concerned about dog excrement in particular and not garbage, therefore this option cannot serve as an assumption to the author's conclusion.

Option D :- INCORRECT
This option doesn't play the role of an assumption because it is the conclusion itself.

Option E :- CORRECT
Well, the author's conclusion can be tied to the fact that the cleanliness of the public parks is equally important to the residents of differing neighborhoods because then all the parks will enjoy lower amount of dogs excrement per square foot due to the installation of the biodegradable bags.
