The Home School Legal Defense Association commissioned a study on the effectiveness of home-schooling compared to public and private schools.

A: the effectiveness of home-schooling compared to public and private schools
B: the effectiveness of home-schooling compared to that of public and private school education
C: the effectiveness of home-schools compared to public and private schools
D: the effectiveness of home-schools compared to that of public and private schools
E: which was more effective, home-schools or public and private schools

How to spot the correct difference between B and D? Both the options are making use of logical comparison then why is D preferred over B?

D is properly comparing the (effectiveness of the) two different schools

B is comparing home schooling (effectiveness) to (the effectiveness of) public school education
