though I am not an expert but My POE was this
As far as I see basic problem with D is that the modifier " Developed to aid in a doctor's decision as to whether a patient with foot pain should be offered an X-ray" cannot modify the only 5% patients : as patients were not discovered to help doctor
with C the inverted structure it creates and ambiguity to show cause relationship : B is more crisp in using X , since Y
