This question need a strategic reasoning on who and what is been talked about.

Option A - INCORRECT.
This statement has belittled the word ''Nation'', with the use of ''A discussion''. there can't be just a discussion on a nations foreign policy.

Option B - INCORRECT.
This statement has use ''must'' to enforce a discussion of the Independence Western Europe mandatory at the beginning of any Nations foreign policy discussion even when they know that it thinks of itself in a trans-nationalist terms.

Option C - INCORRECT.
This statement also has contradicted itself by using ''must begin''. Any Nations foreign policy can begin without a discussion of Independent western Europe discussion because, they are not new to them.

Option D - CORRECT.
