Logically Complete the sentence:

Aroca County's public schools are supported primarily by taxes on property. The county
plans to eliminate the property tax and support schools with a new three percent sales tax
on all retail items sold in the county. Three percent of current retail sales is less than the
amount collected through property taxes, but implementation of the plan would not
necessarily reduce the amount of money going to Aroca County public schools, because

IMO, the answer is B

B. a shopping mall likely to draw shoppers from neighboring counties is about to open in Aroca County

As the blank is preceded by a "because", we need to look for something that will support the conclusion
"implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools"

IMO, it is B does exactly that.

I think answer is B.

(C) is not strengthening the conclusion. Here we don't know what is "AT least some" - it may not be sufficient enough to generate enough money to replace/balance the capital generated by the property taxes.
Considering a similar analogy would help.

Plus we don't know that the quantity represented by "At least some parents" is an addition to what is stated in the argument or whether some parents will shift their children from Public to private schools.

(E) If retailers are not going to absorb the sales tax, then the argument stands where it was before. It doesn't add anything to the argument.
