Here it says 80% said the rail system will help to reduce the congestion... But the rail system doesn't help to reduce the congestion because either people are not using the rail system or many more people use the roads now... so i choose A and C... Is my narrowing the answer choices correct... Please suggest an approach to solve the logically complete the passage problems... thanks...
