Since 1986, when the Department of Labor began to allow investment officers' fees to be based on how the funds they manage perform, several corporations began paying their investment advisers a small basic fee, with a contract promising higher fees if the managers perform well.

First, Identify the error -

investment officers' fees to be based on how the funds they manage perform, several corporations began
Here, "they" should refer to investment officers - NOT their fees. The other issue with A is verb tense.
Sentence starts with time period 1986, and word "since", makes it present perfect, so the following verb should not be "began" which is past tense.
Hence A is wrong
B - is wrong for the same reason
C - While C is fixing the verb tense issue, it is wrong because of word "that", we really dont need "that" which indicates subjunctive mood in this case.
E - is wrong because for the same reasons, does not fix both pronoun and verb tense error.
You are left with D, which has the right verb tense as well as fixes pronoun error.
